Reporting to the Principal, Development, this position will be responsible for the purchasing and bid functions for development projects. Incumbent will manage the RFP process for subcontractors, material men and other vendors, and will enhance and develop relationships and a pipeline of approved vendors for various functions. Incumbent will also be responsible for the development and oversight of an established stable of bidders and vendors for use on future projects
ESSENTIAL FUNCTIONS:
  • Assists with preparation of conceptual/schematic budgets and projections
  • Provide initial estimate and guidelines on future development projects based on proposed cost & scope
  • Monitor/Track commodity markets to strategically align the timing of large commodity driven subcontractor or materials buy out
  • Create multitier specifications for value ranged residential product
  • Create and update comprehensive historic cost database to assist development team with real time conceptual cost analysis tools
  • Review technical and logistical aspects of assigned projects to improve bid process
  • Coordinate with design teams & architects to provide feasibility analysis of proposals
  • Conduct and evaluate prequalification of all contractors and subcontractors
  • Prepare bidder list for distribution and approval
  • Prepare all bid documents in conjunction with field staff, project manager, and related departments
  • Perform bid leveling and associated documentation during bid process
  • Prepare bid documents, clarify proposals received, and make recommendations as to bid award
  • Conduct scope meetings with bidders to ensure all proposals are accurate and functionally similar
  • Coordinates negotiation of all contracts on assigned projects, in conjunction with legal and contract administration teams
  • Initiates & leads meetings with contractors concerning any contractual issues or disputes as requested by Project Manager
  • Prepare analysis of large-scale change orders on operating assets
  • EDUCATION/EXPERIENCE REQUIREMENTS (including certifications, licenses, etc):
  • 5+ Years’ related experience in a purchasing function for a mid-sized or larger General Contractor
  • Bachelors’ degree in related field required
  • PMP a plus
  • TECHNICAL SKILL REQUIREMENTS:
  • In Depth knowledge of contract terms and legal requirements
  • Proficiency in MS Office Suite and MS Project
  • Complete knowledge of the Bidding process for contracting and subcontracting
